How do you get at the border of wallpaper, paint without it?

I'm re-designing my room and I take the border wallpaper. How I can do this without having the paint in this way?

Downy mixed with water in a spray bottle. Running time.

The link between our strategic objectives of drugs and violation of our southwestern border

A position

Why is it that whenever the country faces a real threat, our elected officials seem to show consistently that proverbial "deer in the eye of the lighthouse? dates such as May 7, 1915, 7 December 1941, February 26, 1993, April 19, 1995, and of course September 11, 2001, are everyday live in the collective memory of this country, however, these events, and many other less publicized, seem to have our elected leaders, at least publicly, without the slightest idea. Despite continued warnings from several federal agencies and law enforcement, I dare not be charged to use an oxymoron, the intelligence community the United States, our elected officials have shown a constant tendency to be reactive rather than proactive in their efforts to protect our citizens. Indeed, foreign drug traffickers threaten the sovereignty of our border south, our leaders once again, seemed stunned by the latest turn of events. However, in reality, this was filtered for some time and is yet another example of government itself misstep that has been criticized on several occasions after the events of September 11, 2001 - only because our leaders failed to address an imminent threat does not necessarily mean that it was not, in fact, an imminent threat.

The omission of the usual sense of numerical statistics, and perpetual political rhetoric selfish, how we got where Today we are along our southwest border? It is probably more than coincidence that the country embroiled in a war of "frontier" with drug traffickers is a very real threat to the safety and well-being of innocent citizens on both sides of the border - in fact, inevitable. As advocates of floors of the venerable Alamo, which was occupied by men and women who knowingly put a night so defend a principle of national, federal narcotics agents with the Drug Enforcement Administration (DEA), U.S. Border Patrol (USBP), and a host of other enforcement agencies no doubt experienced some of the fear itself, while continuing its course along the battle on the parapets metaphorical our southwestern border. Even critics traditional law enforcement agree that applying federal and state governments have always defended Law valiantly our proverbial walls of invaders from the south and, in fact, conformity "rape full" when asked to do so worldwide. However, the question arises why these professionals are not some dedicated huddled waiting for reinforcements from riding in the distance. Simply that these brave men to the Alamo, is not his style.

For information, contrary to popular belief, opium was introduced in this country long before the arrival of Chinese laborers arrived to build the transcontinental railroad, but the use drugs was somewhat limited in their use and availability. In early 1970 the injection of heroin, opium is "bastard" began to proliferate in the United States, largely due to our commitment in Vietnam and the main suppliers of Europe with a catchy name like French Connection. At the same time, New York, the base contractors heroin as Frank Lucas, Nicky Barnes, and others have fought for the heretofore "controlled" the heroin on the Italian market traditional organized crime figures and has begun flooding communities of the city center with a cost so high-grade/low heroin, which precipitated an introduction to the American public the problem of heroin now very visible, and its many associated problems, such as higher crime rates and violence that accompanied it. Interestingly, Russia has experienced an almost identical social result, following the participation of non-military (1979-1989) in Afghanistan.

In July 1973, with the aim of our struggle against post-war "Epidemic", then President Richard Nixon signed a decree establishing the DEA fight against drug trafficking booming. Despite being far more numbers (about 1,200 agents around the world) and very little money (about 75 million $), A newly ordained DEA agents, as well as loyal soldiers, accused of rape mentioned in the wall "and immediately got some impressive victories, while stopping the flow of heroin into this country. However, with all their limited human resources and financing focus on heroin from Asia and Europe, another list of international affairs, such as Bolivia and basic Barrientos Roberto Suárez Bismark were preparing to break our southern borders unattended with another flight, but more socially acceptable "drugs party cocaine use. As expected, the very limited resources of the DEA were later held in South America to fight against this new threat. Mantra DEA is rapidly became and still is, "do more with less."

In 1988, a team of volunteers from the DEA agents have been trained U.S. military operations and the fight against drugs started (Operation Glacier) in the country of origin , Like Bolivia, Peru and Colombia. In 1991, the DEA initiated the fight against drug operations in Central America (Operation Cadence) to stop the flow of drugs to Mexico by plane and semi-trailers that travel the Pan American Highway. For the overall budget "bang-for-the-money" way of comparison, these paramilitary operations required relatively few resources, however, had very impressive results. DEA agents operating in the jungles of America South seized and / or destroyed hundreds of thousands of cocaine laboratories and clandestine destroyed gallons of precursor chemicals. In fact, the period of 1988 to 1995, thousands of kilos of cocaine were seized, as many flights as difficult to replace several million dollars smuggling adapted Beechcraft King / Queen Aires, DC-10, and the coveted long-range/heavy Aero Commander. attacks secure impressive and far exceeding all seizures of cocaine jointly made by our national law enforcement agencies, however, these impressive results have been achieved by a handful of dedicated TD (TDY) DEA agents in a very limited budget. Despite the marked success in these operations against drug trafficking, there was a possible political "the determining the termination "of such operations in the DEA, which cause U.S. to lose one of their weapons to fight against the drug most effective in Central Europe and South America. Unfortunately, the ill-advised termination of the program, we also lost something more precious - the cooperation and camaraderie was built between our staff and the various host agents TDY order that worked side by side with them. This link law enforcement in the world, police officers working with the police, which transcends national and even politics. Finally, the loss of this relationship special, she also lost a very valuable resource that intelligence received from various entities of the Government of the United States and especially, something that six (6) DEA agents devoted tragically lost their lives raising - a special relationship, unfortunately, may be too long past of rebirth at this late date.

In any case, with the opening of our southern borders of the FTA in January 1994, and moving appeal right to political outside of Central and South America in the mid-1990s, we saw once again the inability our government (or negative) to learn more of their courses and ineffective "finger in the dike" misstep strategy against drugs. With all our military and political attention (and budget), enchanted by the Middle East and Afghanistan for over eight years, national attention control (yet) left Central America and South America for so long that began a resurgence of heroin inevitable, such as methamphetamine, ecstasy, ice and a number of other synthetic drugs. On the other hand, as if the insult to injury, not only to facing the Mexican / Latin American drug cartels, which have flourished relatively high score in the last 8 years, but now we have to deal Multiple left (anti-American) politics, "Dictators" blackmail threatens oil exports with our U.S. Embassy staff with persona non grata persons expulsion, and even see the Latin American political "puppets" of coca leaf chewing on international political meetings. Today, professional career frustrated fight against drugs, which have more experience in these areas, have collectively come to terms with the fact that "It is a feeling of déjà vu all over again."

Although DEA is the only federal agency with a unique approach and the implementation of the international mission, the Congress, in its infinite wisdom, seems determined to exhaust the annual budget of the DEA and at the same time, very limited distribution of action against drugs in the different communities in the implementation of the federal law. In the absence of the same political force and relations machine always effective government of the Federal Bureau of Investigation, the direction DEA appears to be ineffective in preventing the routine of "violation" of its budget and resources. Even stranger is a view of its traditional resources limited, the fight against drugs by the DEA and capture success are alarming and, importantly, compelling. However, our elected officials have insisted inexplicable in the diffusion limited funds against drugs and precious resources across all other federal agencies (no shortage of acronyms here) which are relatively free to continue practicing their "Jack of all trades, master anything," while the philosophy of spending time, work and considerable financial resources in many research projects to include casual "drug" cases when the mood. Indeed, when drug surveys are simply a duty of care "," we can think (and many do) that most cases of non-current Federal DEA on drugs have been selected by major arrest or seizure ever simple and statistics, more importantly, the Andy Warhol 15 minutes usually generate.

Although the last four (4) sitting Presidents have always called interagency cooperation, the appointment of a Drug Czar and several other attempts to get all the ineffective implementation of policies the U.S. law on the same sheet of music, we still several U.S. agencies looking for "drug trafficking case." Undoubtedly, these efforts are coordinated, for the most part, the compensation is that low-level offenders and to fulfill our federal prison system already over-crowded/over-funded (over 5 billion dollars per year) with youth who are any real effect on the drug problem in this country. More importantly, the continuing inefficiency "The drug war strategy," or absence, are the daily media provides ammunition to the growing number of "drug legalization" of their followers in this country. Indeed, what justification or even explain the hundreds of millions of dollars are spent by various agencies in law enforcement coordination and effectiveness and unpopular "war" will never be won in a piecemeal effort. I do not think even the most experienced Washington, DC "spin doctor" can evoke a rational response to that. Imagine, the U.S. Army, U.S. Marines (Reserve and its various units), the U.S. Force Air National Guard and Coast Guard are all operating independently in Iraq with their own chain of command. Clearly, the chaos would result ineffective. Perhaps it is time to pay attention to Albert Einstein who suggested he was "crazy" to the same thing over and over again and expecting a different result.

During the Second World War, strategists agree that the United States could not fight effectively against a war on two fronts. Therefore, it was the decision to put all our efforts and resources to overcome Axis powers in Europe, then turn our attention to Japan. Dwight D. Gen. Eisenhower was appointed supreme commander of this effort successful. After the tragedy of September 11, 2001, President Bush and his closest advisers agreed that to effectively protect our borders are necessary to consolidation of several federal agencies and put them under the Secretary of Homeland Security, the consolidation of finance, labor force and, above all, leadership in a unified command structure. In any armed conflict that this country has been involved in, we have never developed a strategy suggested that line our borders with sandbags. We have always been the struggle for our enemies. Applying this same logic, our leaders can develop a viable strategy against drugs today? Reader's Digest version - Yes, and by chance, there is no real need to reinvent the wheel to implement a number of possible scenarios.

One possible scenario, by decree, he could use the resources human resources assigned to all federal agencies to "the demand for drugs" and placed under the sole and unified DEA - come with them in which the Agency has already allocated "budget of narcotics." With these additional resources, the DEA senior management could be used to increase its operations abroad by 50% over the next 3 years. DEA foreign operations consist mainly for External Relations of the construction, operations counterdrug / verification, intelligence collection and active surveillance of the border - on both sides. At the same time, the U.S. Customs / U.S. Border Patrol could be limited to cross-border smuggling, and violations of our borders National - obvious as it is obviously a lot there to keep them busy. Despite the ridicule, even Inevitably, the objections of rabid fans NRA, the ATF could be responsible for starting the effort focused on the implementation of specific weapons option for traffickers drug than the AK-47, Mac 9 / 10, Ruger Mini-14, AR-15, TEC-9 pistols and high-capacity semi-automatic. Finally, the Federal Research could be banned from working drug cases unilateral "or spend its resources on other" generation of statistics "of research is best left to national authorities and local authorities. In fact, one might even think they should concentrate on what they are supposed to do - which should focus on critical and increasingly Title 18 violations, collecting real-time information and the protection of this country abroad and / or fanatics Religious obsessed with destroying this country. Finally, and most importantly, to date all the "turf systems protected (NADD, TECS, OCIS, ISIS, Langley, etc.) should be effectively combined and analyzed (if any) to a Resource Centre of National Intelligence composed of independent highly skilled, multilingual, however, not law enforcement intelligence analysts affiliates.

Although it is not just a of many possible scenarios, agree that a common denominator that exists in any scenario of success - our elected leaders need to remove their blinders and at the same time ensuring that all federal agencies working together for the common good. Now, would not it would be a new idea?
